In 1994, it became woefully apparent to previous Emerson owners, that no existing third-party property management company could provide the expected level of quality property management services that they demanded for their in-house portfolio; no one could professionally manage LIHTC assets they way they need to be run. A new property management company was created named Horizon Investment and Management Corp. A primary objective for Horizon was to provide a guaranteed Section 42 compliance program and the very highest levels of professional property management services to the

owners portfolio, LIHTC or conventional. Horizon’s compliance officers have been certified as Housing Credit Certified Professionals (HCCP®) which is the symbol of the highest standards of compliance in the industry. In 2003, the State of Nevada performed it’s site inspections and audits on the four properties located in Mesquite and Las Vegas, and for the first time in Nevada State Compliance history, a property management company was awarded a perfect score for inspection and auditing on all Horizon managed LIHTC properties in the State of Nevada!

Horizon has the advantage of 5 major executives which have a cumulative 155 years of professional property management experience specializing in the multi-family bailiwick. The Horizon Manual of Operations (MO) is a comprehensive 1250 page document detailing every facet of professional management operations.
